How can my uninsured friend with mental health problems get help?

I have a friend who is unemployed and too old to be covered by her parents. I would like her to get some medical care for her mental health (we believe she has bipolar disorder), but I’m not sure how she could get help because she cannot afford it. Are there free public institutions that will help her out? She is currently living in Massachusetts.

Any information (especially about whether something like Medicare covers this), links, etc. would be very helpful. Thanks in advance!
